Comic book guide: step-by-step guide to accessing the PNAE (National School Feeding Program)

The National School Feeding Program (PNAE) mandates that, starting in 2026, at least 45% of school feeding resources be allocated to purchasing food from family farming and socio-biodiversity. Despite this, producers and traditional communities face challenges in accessing these resources and supplying their products to schools.

Based on the experience shared during the Traditional Food in Tocantins Schools Seminar, organized by ISPN, Catrapovos Tocantins, the Voices of Tocantins Coalition, and the Federal Public Prosecutor's Office in 2025, this illustrated and didactic guide was developed, which clearly presents the step-by-step process for family farmers and traditional communities to understand how to organize themselves and access the National School Feeding Program (PNAE).

The material aims to strengthen the leading role of communities in the implementation of public school feeding policies, to value locally produced foods, and to promote health, cultural identity, and income in rural and traditional areas.

Available for download, this guide is a collaborative tool to support farming families, community organizations, and public administrators in realizing the right to school meals with real food.
