PPP-ECOS 2019 Call for Proposals: Guide to Frequently Asked Questions

1) What is PPP-ECOS?

The Productive Eco-social Landscapes Program – PPP-ECOS It began in 1994 through a partnership with UNDP and the Global Environment Facility (GEF). Its objective has always been to support projects by community-based organizations and NGOs that aim to conserve biomes and improve the quality of life for family farmers, traditional peoples, and communities.

Starting in 2013, PPP-Ecos expanded its area of ​​operation to the Caatinga region and, with resources from Amazon Fund/BNDES, for the Amazon in the states of Maranhão, Tocantins and Mato Grosso.

Over these 24 years, the Program has supported 566 projects, launched 24 calls for proposals, with disbursements of 14 million dollars (equivalent to 45 million reais in current values).

2) What is the objective of the PPP-Ecos call for proposals using resources from the Amazon Fund?

The goal is to support initiatives from community-based organizations and NGOs that aim to:

  1. Reduce deforestation or prevent deforestation;
  2. To carry out sustainable activities that are alternatives to the predatory exploitation of forests and natural resources.

3) What is the total amount of funding available in this call for proposals?

The amount allocated for this call for proposals is 4,3 million reais. Over the next two years, we will launch two more calls for proposals totaling 12,9 million reais.

The projects are divided into three categories:

  1. Small Project from to R$ 150 (minimum of two years of legal existence)
  2. Consolidation Project from to R$ 250 (minimum of five years of legal existence)
  3. Strategic Project from to R$ 500 (minimum of five years of legal existence)

What can be considered a Small Project?

These are initiatives presented by organizations with little experience in project management and/or initiatives that They require few resources for their implementation. 

What can be considered a consolidation project?

Those who They are based on previous experience. and that pThey need resources to be expanded and consolidated.These are the initiatives that, through their proposed project, demonstrate their capacity to expand results, such as increasing the number of families involved and the area of ​​operation, broadening access and markets, among others.

What can be considered a Strategic Project?

Those who are related to need for investment associated with a regional strategy. The proposal should include actions in synergy with local initiatives in which it operates.

IMPORTANT: Regarding the organization's period of existence.

The organization must have been in existence for at least 2 years to submit small projects and for at least 5 years to submit Consolidation and Strategic projects. until May 6, 2019, deadline for submitting projects.

4) Who is the public intended for? Who can submit a proposal (what are the limitations)?

The call for proposals is directed to Indigenous Peoples, Traditional Communities, and Family Farmers, represented by social organizations:

– Non-profit community associations, and

– Cooperatives

The organizations that are not legally constituted ou do not have the required time of existence and operation To compete for a specific type of project, they may participate in this call for proposals through... Partnerships with legally constituted proposing organizations.

5) Regarding the proposing organization being different from the beneficiary organization

If the proposing organization is different from the beneficiary organization, it is important that it be known, partnered with, and aligned with the principles of the beneficiary organization. In this case, the beneficiary organization must know if the supporting organization is well-functioning and administratively managed, and if it has a board of directors with impeccable conduct. This is because the PPP-ECOS funds will pass through the beneficiary organization's bank account, and it is the one officially responsible for the funds received. The proposing organization, as the partnership with the beneficiary requires, may collaborate with the beneficiary organization in the coordination and leadership of the project.

They are not eligible. Governmental organizations, university foundations, private companies, unions, churches, clubs and public employee associations, as well as projects by individuals. It is essential to observe the social status from the organization, so that it is aligned with the objectives of the call for proposals.

6) What is the area covered by the call for proposals?

The call for proposals will cover the region known as the Legal Amazon in the states of Mato Grosso, Tocantins, and part of the state of Maranhão (see the list of municipalities on the last page of the call for proposals).

7) What activities will be supported by the Notice?

The call for proposals has 3 thematic areas, and the possibility of developing a project with a theme that can be considered transversal to one or more of the thematic areas.

  • Economic activities developed from the sustainable use of vegetation..

Example: valuing standing forests, including community-based forest management plans, etc.

  • Conservation and sustainable use of biodiversity.

Examples include: territorial and environmental management actions, conservation of endangered species, sustainable agriculture, fire prevention and rational use, water management and conservation, etc.

  • Restoration of deforested areas.

Example: actions such as the implementation and consolidation of Agroforestry Systems (SAFs) and other forms of recovery of degraded areas;

  • Cross-cutting themes.

Example: monitoring regional development and its impacts on deforestation and forest degradation; coordination for land regularization of traditional territories, tourism, environmental and territorial management plans in territories of traditional peoples and communities, etc. This thematic line should be developed with one or more of the previous ones and never alone.

8) What is a project built and executed in a participatory manner?

A community project built and implemented in a participatory manner is carried out with the collective involvement of the community and its organizations. This collective is involved in all stages of the project, from its conception, through its elaboration and execution, to its monitoring.

For this to be possible, first and foremost, the entire community needs to be receptive to a particular initiative that could contribute to improving the local reality. In other words, the project results from... COMMON PERCEPTION what the people of that locality have about the local reality.

9) How to fill out the Proposal Submission Guide

The presentation script is the Annex A of the project. It is presented in the announcement starting on page 22.

The project proposal presentation using the outline (Annex A) should be a maximum of 20 pages, not including other annexes and declarations.

The outline was designed to cover everything necessary for presenting a community project. By answering the questions (all must be answered), part of the project will be ready. The other steps are the Work Plan (Appendix A1), Indicators Spreadsheet (Appendix A2), Disbursement Schedule (Appendix A3), and Project Budget (Appendix A4).

The script, its attachments, and the required documents constitute the project that must be printed, signed, and submitted, according to the guidelines for submitting the proposal.

10) What is the project budget (Annex A4)?

The budget is the set of expenses necessary to carry out each of the activities in the Work Plan. It is a cost estimate based on reality (research).

What is calculation memory used for?

A calculation log, as the name suggests, is a record that should be kept by those responsible for preparing the project proposal, so they can understand how all the activity values ​​were calculated and how the project cost was reached. It will be fundamental for correctly executing the project later. Creating a calculation log is a good practice in project execution.

What is counterpart?

Projects must disclose financial contributions (financial resources from other sources that complement the PPP-ECOS project, through projects or other means) and/or non-financial contributions (goods and services that will be made available to the project by the proposing entity and/or partners), which must be economically measurable and verifiable.

The counterpart resources may come from other organizations with a formalized partnership for the execution of the project.

All proposals submitted under this call for proposals must include matching funds in a minimum amount of 20% (twenty percent) Regarding the amount requested from PPP-ECOS. The counterpart contribution can be in the form of financial and non-financial resources.

See examples of reciprocity:

  • Financial Resources: These are resources originating from the proponent, a partner organization, or another source, which will be allocated to project activities. Expenses must be documented and submitted along with the accountability report. Examples include: hiring personnel, providing services, acquiring consumable materials, equipment, etc., provided they occur within the project period and are funded from other sources.
  • Non-Financial Resources: These are resources that will be allocated to project activities without proof of expenditure. Expenses must be measured and declared in the accountability report. Examples: Volunteer work (including work parties, secretarial activities at meetings, ATER [Technical Assistance and Rural Extension] and others), Provision of Infrastructure and Equipment (Agricultural, IT, vehicles, etc.) according to the time of use in project activities, Food (provided by project beneficiaries and consumed during the activity).

11) What are the indicators (Annex A2) and how should they be presented in the proposal?

The indicators are part of the Program's monitoring system and were developed in conjunction with the Amazon Fund's technical team. It should be noted that all projects must make adjustments to their Work Plan during the contracting phase to incorporate the Program's mandatory indicators.

When preparing the project, it is sufficient to provide specific data about the project, as those who will be hired will undergo a review of the indicator framework.

For example, inform the number of people who will be served; the number of families; the area in hectares that will be recovered and how many people will be trained, if this information is directly related to the project. This is basic information and should reflect the execution of the project's actions.

12) What is the Disbursement Schedule (Annex A3) and how do I fill it out?

The schedule serves to guide the organization through the execution period of the activities. It also guides the disbursement of project installments, as the project receives funds according to the schedule of its activities. 13) Delivery time and methods?
