The PPP-ECOS Fund's Legal Amazon Call for Proposals concludes its registration and workshop cycle.

After almost two months for applications and ten workshops held, the call for proposals, which receives support from the Amazon Fund, moves on to the stage of analyzing the submitted projects.

From February of this year until May 3rd, ISPN, through its strategy for the Promotion of Productive Eco-social Landscapes (PPP-ECOS), received 80 applications for the 29th Call for Proposals – Legal Amazon/Amazon Fund. Now, the proposals proceed to the selection process, which includes the following stages: a) Screening, b) Technical Chamber, and c) meeting of the National Management Committee (CGN), composed of representatives from ISPN and other civil society organizations, public authorities, academia, and consultants specializing in socio-environmental issues. After selection, the approved proposals will be evaluated by the Amazon Fund/BNDES, which will verify their compliance with the applicable rules of the Amazon Fund. The entire process should take approximately three months.

This was the first time that PPP-ECOS used a fully digital process for registration, through an exclusive platform for submitting proposals, and this will be the format adopted for organizations' participation in ISPN's public selection processes. “With this registration method, communities are less exposed to the risks of the coronavirus, in addition to it being a more practical and less expensive way for organizations. We believe this is a more viable future, connected to the needs of our base,” comments ISPN's technical advisor, Isabella Ferreira.

Also held remotely and in parallel with the registration process, ten workshops were conducted to publicize the call for proposals and provide guidance on developing Eco-social projects. These sessions were strategic for organizations with questions about the process. Community-based initiatives operating in the Legal Amazon region of the states of Tocantins, Mato Grosso, and Maranhão submitted proposals that, broadly speaking, address environmental conservation through the sustainable use of natural resources, generating alternative income sources and promoting social equity. “With this selection process, strengthened by the workshops we conducted, we hope to select approximately 32 high-quality projects that truly offer important indicators for local transformations with global impacts, because that is the purpose of the PPP-ECOS program,” comments Juliana Napolitano, also an advisor at ISPN.

Gain a better understanding of the selection process: 

  1. From now on, the projects are eligible to be analyzed by the Technical Chamber (CT) of PPP-ECOS. The projects will be distributed among the ISPN team and external consultants who will carry out the evaluation and discussion in the CT, scheduled for June 11, 2021.
  2. Following the CT meeting, the projects will be distributed to the representatives of the National Management Council (CGN) of the PPP-ECOS Fund, which is estimated to take place on June 30, 2021.
  3. Following the selection process of the PPP-ECOS Fund, the projects are forwarded to the Amazon Fund, where they will be analyzed and, if applicable, will receive a no-objection approval, allowing them to receive the status of an approved project.

About the Resource

This call for proposals is part of the second phase of the partnership between PPP-ECOS and the Amazon Fund/BNDES, which is investing R$ 12,9 million in projects supporting sustainable productive activities. In the first stage of this phase, in 2019, 32 projects were selected and are receiving half of the funding. The remaining R$ 6,45 million is earmarked for new proposals to be selected in this phase. Each initiative will have two years to develop its activities, and the allocated amounts vary according to the category they fall into: small project, consolidation, or strategic.

The promotion of Eco-Social Productive Landscapes (PPP-ECOS) is the main strategy adopted by ISPN in the search for development with social equity and environmental balance. To make this strategy viable, the Institute manages an independent Fund that raises and allocates resources to projects of community organizations that work for environmental conservation through the sustainable use of natural resources, generating economic and social benefits. Today, the PPP-ECOS Fund's portfolio of financiers includes the Global Environment Facility (GEF), the United States Agency for International Development (USAID), the Amazon Fund/BNDES, the Laudes Foundation, the European Union and the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).
