Online course aims to train legal professionals on land governance in Brazil.

The Institute for Society, Population and Nature (ISPN), together with WWF-Brazil and R. Torsiano Consultoria, is launching the distance learning course "Responsible Land Governance," aimed at legal professionals. Divided into four modules totaling 20 hours of classes distributed over ten weeks, and with the support of the German Cooperation Agency GIZ, the initiative aims to improve performance on land governance in Brazil. Registration is free and closes on September 4th, with classes starting on September 12th (more details). here).

The online meetings will be held synchronously every Monday and will be recorded so that registered participants can access the content later or rewatch the classes taught by specialist professor Richard Torsiano, as well as guest speakers. Those interested will learn about an introduction to land governance; land regularization, the social function of property and agrarian reform in Brazil; the Brazilian real estate registration system; and, finally, land grabbing in Brazil and its consequences for national development.

Need for qualification

Representatives from the organizations running the course and Professor Torsiano were present at the 1st National Land Forum from the General Inspectorates of the Courts of Justice, in Campo Grande (MS), on August 19th. On that occasion, everyone reinforced the need to qualify the legal community on the subject. “There is a gap between land regulation and those who work in the legal field, and the objective of this course is to train more qualified professionals,” stated Marcelo Elvira, lawyer and public policy advisor at WWF-Brazil.

Patrícia Silva, a lawyer and public policy advisor at ISPN, drew the Forum's attention to the fact that the land issue is central to peoples, traditional communities, and family farmers. "It is very important that we disseminate the debate and accumulate theoretical knowledge, practical legal expertise, and techniques for the discussion of land regularization, in addition to reinforcing the defense and protection of traditional territories, due to their importance for Brazil's environmental heritage."

The partnership between Torsiano, WWF-Brazil, and ISPN also promoted the realization of the study entitled "Land Governance in the State of Piauí: experience in land regularization by the General Court of Justice of the State". The publication, available onlineThis presents an analysis and evaluation of the performance of the Judiciary of Piauí through the work developed by the Land Regularization Center of the General Court of Justice of the State of Piauí.

About Professor Richard Torsiano

Specialist in land governance and administration, with a master's degree in Land Registry and Territorial Planning from the University of Jaén, Spain. He was Director of Land Structure Planning at the National Institute for Colonization and Agrarian Reform (Incra) for ten years, coordinating national land management policies such as land registration, land regularization, cartography, regularization of quilombola territories, and land acquisition by foreigners. He coordinated the formulation of the Terra Legal Program for land regularization in the Amazon and led mediation processes in agrarian conflicts involving traditional communities, rural producers, national security areas, and enterprises. He is the Executive Coordinator of the Land Regularization Nucleus of the General Court of Justice of Piauí.
